That sounds ridiculously incompetent. The longest anyone's had to wait in our longest line in New York City is that long.
You should volunteer to work at the polls.

*grin* The bottle neck was the little old lady checking off folk's ID's:

"Oh, Martha! How's the hip?"
"Mr. Rantala, how are you this morning? Did you sell your house?"
"Oh, John, have you heard from Chrissy?"

There were plenty of booths - usually three or four were empty, waiting for customers...
